To reduce the burden on children, the Maharashtra State Council of Education, Research and Training (MSCERT) has suggested introducing the third language (Hindi in case of non-Hindi schools in Maharashtra) from Std VI.

MSCERT director NK Jarg told DNA on Monday, “In 2010, the state curriculum framework (SCF) was framed on the basis of the national curriculum framework. Section 29 of the Right of Children to Free and Compulsory Education (RTE) Act says burden of children should be reduced, which means less weight of school bag and less burden of studies.”

“Across the country, third language is being taught from Std VI. In Maharashtra we adopted the three-language formula in 1970. In 2000, we made English compulsory from Std I. Now, taking into consideration the SCF and RTE, we have sent a proposal to the state government to shift teaching of Hindi from Std V to VI,” he said.

Anil Joshi, president of Maharashtra Rajya Hindi Shikshak Mahamandal has opposed the move, saying it will make Hindi teachers surplus in state.

“Maharashtra state has primary section from Std I to VII, while in other states it is from Std I to VIII. Minimum qualification for our primary teachers is Std XII and DEd course. We have special teachers from Std VIII and thus there is no issue of making Hindi teachers surplus,” said Jarg.

He added, “For the last two years, the SCF is on the Internet and we have invited suggestions and objections.  I don’t understand why Joshi has a problem over it when not a single Hindi teacher registered a protest with us,” said Jarg. The proposal is pending with the state.
