Maharashtra balm on PCMC woes by December 7

The state government is likely to address the long-pending issues of the Pimpri Chinchwad Municipal Corporation (PCMC), such as unauthorised constructions, return of 12% land to Akurdi farmers and grant of 2.5 floor space index (FSI), before the election commission imposes the model code of conduct for municipal elections.

The decision was taken at an official meeting in the presence of chief minister (CM) Prithviraj Chavan, deputy CM Ajit Pawar, senior Congress leader Harshwardhan Patil, divisional commissioner Dilip Band, PCMC commissioner Ashish Sharma, mayor Yogesh Behl, MLAs Laxman Jagtap, Vilas Lande and Anna Bansod, in Mumbai on Tuesday.

According to official sources, the leaders of the Nationalist Congress Party (NCP) and Congress requested the government to sort out all these issues before the municipal election, urging the government to either regularise illegal constructions on the lines of Ulhasnagar pattern or extend the period for gunthewari property system.

There are 15,000 illegal houses in the jurisdiction of Pimpri Chinchwad New Town Development Authority (PCNTDA), which could be regularised after recovering penalties. But the state
authority clarified that the structures, which came up on reserved land, should not be regularised.

The proposals to deal with the issues will be tabled for approval at the cabinet meeting to be held on December 7. After the final approval from the governor, the orders will be released and the decisions will be implemented one at a time.

Earlier, the state government had instructed the PCMC to take action against unauthorised constructions as per the high court order. There are nearly 1.5 lakh unauthorised structures in PCMC limits, out of which nearly 26,000 structures were built on land
reserved by the PCMC.

As per the directive of the Bombay HC, the civic body has issued nearly 60,000 notices to owners of unauthorised properties in its municipal limits.  Three planning authorities — the PCMC, Maharashtra Industrial Development Corporation and PCNTDA — are active in PCMC area.
