Kolhapur rape case: Heads roll in police department

The Maharashtra home ministry on Friday evening ordered the transfer of superintendent of police, Yashasvi Yadav and suspension of deputy superintendent of police (home), Vijay Parkale and police inspector, Dnyaneshwar Mundhe in the alleged rape case of the trainee constable in Kolhapur.

The state home ministry on Friday evening ordered the transfer of superintendent of police, Yashasvi Yadav and suspension of deputy superintendent of police (home), Vijay Parkale and police inspector, Dnyaneshwar Mundhe in the alleged rape case of the trainee constable in Kolhapur.

The minister of state for home, Satej Patil, told DNA on Friday that Yadav had been transferred for lack of supervision and negligence of duty, but had no role to play in the case. Regarding Parkale and Mundhe, he said, “The exact role of Parkale and Mundhe in this case cannot be established right now. But the primary investigation has raised questions and suspicion regarding Mundhe and Parkale.”

Patil said the report of the special investigation officer, additional superintendent of police, Maithili Jha would take some time. “On Saturday, Jha will go to Nagpur to interview all the 71 trainee lady constables. The victim is from the same batch, taking training in Nagpur. As the government has decided to investigate the case, more complainants will come forward to register their complaints.

The final report will take some time, but we will take strict action against the guilty officers,” Patil said.

Mundhe and Parkale have been mentioned as culprits in the statement of the head constable, Yuvraj Kambale, the key suspect in the alleged rape of the trainee constable. Earlier, Mundhe and Parkale had been sent on leave.
  
The victim had tested positive in a pregnancy test at the Chhatrapati Pramilaraje Hospital on March 21, after which she filed the rape complaint against Kambale, who was suspended on April 15 and arrested last Sunday.

Kolhapur MP, Sadashivrao Mandlik complained about the alleged sexual harassment of 11 women trainee constables by senior police officers. Two days ago, the state government appointed Jha as the inquiry officer, besides asking the Pune police commissioner, Meeran Borwankar, to act as the supervising officer for the inquiry.

Speaking to reporters in Kolhapur late on Friday evening, Jha said she had found administrative misconduct on the part of Mundhe and Parkale. “However, we need more evidence for linking their misconduct to the rape case,” she said.

Jha said she would be going to Nagpur to record the statements of all 71 women trainee constables. “The suspended officers can be booked only after the final report is ready,” Jha said.

Meanwhile, an official source from the home department said a few closed circuit television (CCTV) footages collected from a few hotels allegedly showed Mundhe in the company of a few prostitutes.
