The Bombay high court will today hear two public interest litigations (PIL) filed by an advocate and a former journalist, who have sought protection for reporters and a direction to the Central Bureau of Investigation (CBI) to probe the killing of journalist J Dey.

Petitioners VP Patil and Ketan Tirodkar on Wednesday mentioned their matter before a division bench of justices Ranjana Desai and RV More. They have urged for the HC’s intervention, stating that there is a “failure of the law and order situation in Mumbai, requiring intervention”. “Five days are over. The government has done nothing. Reporters in the country are agitated,” said Patil.

In his petition, Tirodkar has blamed the “underworld-police nexus which resulted in the chase and shootout of Dey (sic).” He stated that the police have not been able to crack the case even after five days because of the existence of two factions in the police, allegedly affiliated to Chhota Shakeel and Chhota Rajan respectively. “These factions have been operating for decades, and matters in Mumbai’s real estate industry are settled in connivance,” stated Tirodkar’s petition.

Patil’s petition stated that the murder was an “attack on the fourth estate, which is a basic requirement of democracy”. It added that the Mumbai Police have failed to detect the crime due to their inefficiency and negligence, and so the investigation needs be transferred to the CBI. Seeking immediate transfer to the CBI, Patil stated that a delay could hamper investigation.

Patil has also sought that instead of making a special law for reporters, special protection should be given to them. He also urged for action against inefficient and negligent officers in connection with the failure of the investigation of Dey’s murder.
