From today, school cannot increase fees arbitrarily thanks to govt rules

The state government is readyto implement the fee hike policy formulated a month ago. After a new government resolution (GR) was passed on July 15 and a subsequent court hearing, the authorities had announced that it would be implemented from August 15.

From Monday, school managements will be unable to introduce a random fee hike, without the approval of the school management committees or parent-teacher associations. Also, schools will now be compelled to set up a website with vital information, such as their balance sheet.

School education minister Balasaheb Thorat said, “The government will be implementing the government resolution from Monday. The schools have to set up their website soon and department offices will monitor them. The court had asked the state government to wait for a month before implementing it.”

However, parent organisations are skeptical about the implementation of the GR from Monday. Jayant Jain of the Forum for Fairness in Education said: “The fee hike GR was farce. The school management will again approach the high court. After a month’s notice, schools should have been prepared at least with their websites. But 90% of the schools do not yet have a website.

Schools that have the websites refuse to make public their balance sheets. They do not even have the fee structure on the website.”

Jain said the once the matter goes to the court again, schools would continue to hike the fee and the government would not be able to initiate any action as the matter would be sub judice. Some schools are yet to set up the PTA.

“Some schools are charging exorbitant PTA membership fee from parents. This is again incorrect under the capitation fee act,” said Jain.
