The Central Railway has finally formulated a public toilet policy and invited proposals for comprehensive toilet services at every railway station across the city.

The policy lays down specific guidelines, including hiring uniformed staff, cleanliness norms and even the toiletries to be used inside.

All stations in the Mumbai division have been clubbed as clusters — each having a maximum of seven to eight stations under it — and the toilet location specified for every platform, to enable proper monitoring and follow-ups.

While CR general manager Subodh Jain had at the time of taking over the top post promised to improve public toilets, the poor maintenance has been drawing much criticism for quite some time now.

Stating that this was the first time that a detailed toilet policy is in place, a senior official said, “We have called for proposals from NGOs and from private parties for all stations based on clusters, so that there will be accountability and proper monitoring.’’

The policy proposes uniformed toilet attendants with proper badges to be posted for 24 hours bearing large readable tariff cards for the public.

A board displaying the contractor’s name, phone nos. and rate-list will be displayed prominently at the site of toilet block within a day of commencement of the job. The size of board should not be less than 3’ X 2’, reads the policy document.

“In case an attendant is missing from the toilet block or is found without uniform, penalty shall be levied,’’ says the policy document, adding that separate staff for ladies and gents toilets be deployed round-the-clock. It specifically asks the staff to be courteous towards users and help the physically challenged and elders.

‘’It will be mandatory for the party to keep the toilet walls cleaned twice in 24 hours and cleaned with phenyl/bleaching powders using adequate fragrance,’’ he added.

“No foul smell should be experienced either by passengers or inspectorial staff, which on every complaint will levy a penalty,’’ it says. Terming it as a positive development, Chinmayai Shah, a commuter, said it however remains to be seen’ how much of this was actually implemented when the new contractors take charge.

The policy also states that all the sanitary fittings, drainage fittings or sumps shall be cleaned and kept free from choking.

‘’In case of water spilling over platform or other station area, penalty shall be levied,’’ it adds.

The policy also has a clause of misbehaviour with public. ‘’Any misbehaviour with public or commuters by the contractor’s staff shall be the responsibility of the contractor for which a fine will be levied and contractor shall not deploy the person in service again,’’ it warns.
