Municipal commissioner Subodh Kumar has issued a circular stating that all scrutinised residential and commercial proposals should be forwarded to him by the civic building proposal department. But developers claim this procedure will only delay city development.
According to senior civic officials, the building proposal department should scrutinise the plan as per the newly amended developmental control (DC) rule. The proposal should have full permissible floor space index (FSI), including transfer of development right (TDR) utilisation and additional FSI.
“All scrutinised proposals should go through the civic chief at least once if the developer is obtaining approval for construction of a staircase, lift and lobby free of FSI by charging premium. It will be applicable if there is deficiency in open space and special permission is required. It is the responsibility of the deputy chief engineer of the building proposal department to send the file to the civic chief,” stated the circular, a copy of which is in the possession of DNA.
While modifying the DC rule, the government had directed developers to pay premium on the use of additional FSI, a move which would help them save time as well as curb corruption.
“Now, the civic chief is asking that the file be submitted to him as well. Then what was the use of making the amendment in the DC rule? It is really confusing and will create more chaos in the construction industry,” said Paras Gundecha, president of the Maharashtra Chamber of Housing Industry (MCHI).
However, Kumar clarified that he will look at files as a formality, only after it has been checked by his staffers. “There is a court order regarding the open spaces and its deficiency, so I have to look at the file if it has included open space deficiency,” said Kumar.
