Decision to give licences to private surveyors opposed

The recent decision of the state government to issue licences to private surveyors has stirred up a hornet’s nest. Employees of the office of the land settlement commissioner have lodged a strong protest against the move.  

This decision, the employees argue, will cause confusion for small land holders in the state. DNA had reported on July 9 the government’s decision to issue licences to private surveyors (‘State to give licence to surveyors’). This move was prompted by the  paucity of surveyors in the department of land settlement commissioner.

While speaking to DNA, land settlement commissioner of the state, Chandrakant Dalvi, had stated that in the absence of proper surveyors, people have to wait for long to get their land surveyed.   
Prataprao Mohite, president of Maharashtra state land settlement commissioner’s worker’s union, reasoned that this move would spell doom for small land holders in the state.    

“In case of re-settlement surveys or surveys to demarcate the limits of land, we need to refer to the original survey maps. These survey maps are kept in lockers. If these maps are made available for everyone, the security of the land records would be at stake,” he said.   

Mohite stated that the uniformity of surveys would be compromised if private surveyors are allowed to measure land and demarcate boundaries. “In case of any dispute regarding land measurement, the government surveyors are called to give
evidence in the court of law. Will the private surveyors be ready to do so?” he asked.   

Instead of issuing licences to private surveyors, Mohite demanded that the government clear up backlog of 1,200 surveyor’s positions. “Since the last two years, the land settlement commissioner’s office has not filled in any position. If these vacancies are filled then there would be no need of giving licences to surveyors,” he said.   

In order to protest against this move, the employees have decided to start a series of agitations starting on August 1. On August 8, Mohite stated that a grand morcha is being planned at the office of the land settlement commissioner, Pune.
