District safety committee moots traffic wardens, permits for buses, transportation panels

Permission to four models of vehicles, appointment of traffic wardens by schools before and after school to manage traffic, and the formation of a transportation panel at school level were some of the decisions that the district school bus safety committee took
on Thursday in its maiden meeting.

The panel decided to implement the state government directives pertaining to the transportation of schoolchildren.  The deliberations were chaired by Pune police commissioner, Meeran Chadha Borwankar, who will be in charge for the city. Pune district (rural) superintendent of police, Sandip Karnik, would be heading the panel for the rural areas of the district.

The other members of the panel consist of Zilla Parishad chief executive officer, regional transport officer (RTO), one member from the parent-teacher association (PTA) and the municipal commissioner or members of the zilla parishad.

 “Every school must have a transport committee comprising school authorities, PTA representative and local police officer. This panel will have to keep a close watch on the transportation of schoolchildren. It will also keep a tab transportation fee, bus stops, checking of pollution control certificate, vehicle documents, driving licenses of the designated drivers and first-aid box,” said the Pune RTO, Arun Yeola.

According to him, the principal of the school would be the chairperson of the committee, which would convene once every three months. The district bus safety panel has given permission to Maruti Omni, Maruti Ecco, Tata Majestic and Tata Winger vehicles for ferrying students being considered safe.

“The use of autorickshaws was not discussed in the meeting on Thursday. The process of issuing the permit to the operators using these four models of vehicles has been initiated,” he added.

In reply to a query, the RTO said buses that have permits from schools would be allowed to ply. “Action would be taken against those private buses that do not have permission from schools and are used for ferrying students,” Yeola said. The panel has also decided to write to the education department, requesting them to change the timing of some schools as it overlaps with the other private and government offices timings, leading to traffic congestion.

In reply to a query Yeola said, “It would be mandatory for each school to appoint a warden who will handle traffic before and after school. The warden has to see to it that children enter and
disembark buses safely.”
