Civic chief tables lean budget for Pune

The Pune municipal commissioner, Mahesh Pathak, on Friday presented a lean draft budget of Rs3,290 crore, citing the Pune Municipal Corporation’s (PMC) general body and standing committee’s refusal to hike property tax or octroi. No tax hikes were proposed in the budget.

The draft budget was just Rs50 crore more than the budget proposed by former standing committee chairman Arvind Shinde last year.

In this budget, 38% has been earmarked for development work, while last year it was 46%. Besides, 21% of the budget was earmarked for expenditure on salaries of civic employees.

A total of Rs412 crore has been earmarked for development of the water supply department. The amount would be spent on the 24x7 water supply scheme and for laying 2,500 ml diameter pipe from Khadakwasla to Lashkar water plant. It also talks of introduction of metered water supply in the city.

The budget also proposes a new 500 MLD sewage treatment plant (STP) in Parvati and a 250 MLD STP in Wadgaon. It has earmarked Rs136.89 crore for sewage treatment.

Other than STPs in Wadgaon and Parvati, the budget talks of high pressure pipelines to carry treated sewage water for irrigation purposes.

The budget has earmarked Rs70 crore for solid waste management (SWM) project. It proposes to set up 5-metric tonne biogas plants at 15 locations in the city among other projects.
For the financial year 2012-13, the budget has earmarked Rs125 crore for health sector. It talks of installing dialysis machines at Sahakarnagar’s Lion club dispensary, besides increasing the number of out patient departments (OPDs) at various facilities in the city.

The budget has earmarked Rs304 crore for road and traffic management. Under traffic management, rent-a-cycle scheme and completion of pending flyovers at Dhayari, Singhagad Road and Hadapsar would be undertaken.
