CAG report points to gross violation of housing rules

Deputy speaker of the state assembly Vasant Purke’s monthly income in 2004 as a minister was Rs 2500. Other MLAs and ministers received more - although their income did not exceed Rs12,500 - and this made each one eligible for a 1100 sq ft flat in a housing society on a government plot in Andheri.

The yet-to-be tabled Comptroller and Auditor General (CAG) report has revealed a major violation of rules. 44 flats of the 21-storey Aashirwad CHS in Ambiwali, Andheri, are occupied, 14 of them by politicians and bureaucrats. To enable them to occupy bigger areas and fit them in the income bracket, changes were made in government laws.

Apart from Purke, ministers Sanjay Devtale, Ramraje Naik Nimbalkar, Nitin Raut, former ministers of state Sunil Deshmukh, Ranjit Kamble, and sitting and former MLAs Jayant Sasane, Anil Aher, Sudharshan Nimkar, Ajit Ghorpade, Sanjay Deshmukh, Naresh Thakre are on the list of politicos who have undervalued their monthly income.

MLAs Ranjit Kamble and Chandrakant Chhajed have acquired flats in Rajyog, the Mhada building in Versova, despite having apartments at Aashirvad. Bhagyashree, wife of parliamentary affairs minister Harshavardhan Patil, owns a 119 sq m flat despite being eligible for an apartment with an area of less than 41.82 sq m.

Two bureaucrats, Chitkala Zutshi, former additional chief secretary, and SJ Srivastava, also acquired flats despite possessing others.

According to a government official, in 2004, when the allotment took place, the upper income limit for a flat of size 100 sq m needed to be Rs 12,500 per month.

“The monthly income definition included income from all sources. While declaring their incomes, these public representatives hid their other sources of income, and their official salary at the time was Rs2000 per month,” he added.

The report has also stated that although the land was allotted in 2004 and its possession was given to the society in April 2005, the actual execution of the agreement between the society and suburban collector took place only in December 2009.
