Was a prominent politician from Pimpri involved in influencing the Maharashtra home department in securing the cancellation of the externment order of habitual criminal and prime accused in the Hinjewadi gang-rape case, Subhash Hiralal Bhosale?

It has come to light that Bhosale had succeeded in getting his externment cancelled from Zone-III of the Pune Police Commissionerate (Pimpri-Chinchwad area) by using political influence at the state home department in September 2009.
Externment, or ban from entering a defined area, is sought by the police under section 55 of the Bombay Police Act, 1951, in the case of criminals and others who could provoke disorder in society. In the last three years, the police had externed 81 persons from the Pimpri-Chinchwad area, of which, 13 succeeded in getting their externments cancelled from the state home department.

These figures are just the tip of the iceberg as they are from just one of the four police zones in the city. More than 100 criminals have been externed from Zone-III alone, according to police sources.

On similar lines, another gangster recently booked by the Kothrud Police for his alleged involvement in firing on another gang members at Kothrud, succeeded in getting his exterment cancelled with alleged help from the home department.
Pune police commissioner Satyapal Singh declined to give details when asked about the cancellation of the externment ordered by the home department. He said he was not aware of any political person behind the cancellation.

A senior police officer, however, said that most externed persons have strong political connections which help them get their externments cancelled from the home department.

Bhosale, who has been charged with 12 offences of rioting and has at least seven cognisable offences against him, was externed for four months by the Pune Police on July 2, 2009. He had appealed to the home department’s principal secretary against the externment order on August 28, 2009. The order was cancelled on September 24, 2009.
