The Brihanmumbai Municipal Corporation (BMC) in its reworked open space policy plans to demarcate all open space plots in two sections -- 25% will be handed over to the private parties who will act as caretaker and could undertake construction on it while the remaining 75% will be left open for citizens.
In order to ensure that open spaces in the city are not misused, the civic body is planning to keep 75% of the open space area with itself for public use while the remaining 25% of the plot area would be handed over to private parties who would maintain the whole plot.

"The BMC proposes to develop this 75% plot and recover lease amount from the caretaker. The private party (caretaker) will have no right on the 75% of the land but will have to pay the rent to the BMC," additional municipal commissioner Aseem Gupta said.
"The new policy will make sure that open spaces are developed and the local public are given first right," Gupta said.
The BMC has invited suggestion and objections from people to the proposed policy following which it would be presented to the civic improvements committee and general body meeting for clearance before it is sent to the state government for final approval.
"We are trying to address the concerns of citizens in the caretaker policy. There will be physical separation of the plot wherein 25 per cent will be given to the private party and the rest will be owned and maintained by BMC," Gupta said.
The caretaker policy allows large plots to be handed over to trusts or firms for at least 33 years. The trusts could then undertake construction on 25% of the land and maintain the entire plot.
