BMC chief’s extension in trouble

Activist says only a chief secretary or an official of a similar rank can get one.

The three-month extension proposed for retiring municipal commissioner Subodh Kumar may be in jeopardy after an activist has alleged that such an extension would be a violation of the election code of conduct and government rule book.

YP Singh, a former IPS officer and activist, has written to the state election commissioner Neela Satyanarayan and secretary of the department of personnel and training in the Central government that the extension should not be given to Kumar under any circumstance. “The proposed extension is not in consonance with law because there is no provision under the All India Services (Death-cum-Retirement Benefits) Rules, 1958, to grant extension to a municipal commissioner,” he said.

“The civic chief, Kumar, has granted favours to the Chira Bazaar redevelopment project, which has been submitted by Mayank Gandhi, a prominent member of Team Anna. The state government’s urban development department has raised various objections over this proposal and passed scathing remarks.

Interestingly, the proposal was rejected by the previous municipal commissioner, Swadhin Kshatriya, but Kumar passed it in a highly suspicious manner. This is a proposal worth thousands of crores of rupees,” Singh said, adding that Kumar has violated the code of conduct at a critical juncture of the civic polls.

Singh added that the government should not repeat its mistake, like the one it made when granting an extension to former Mumbai police commissioner DN Jadhav and DGP PS Pasricha. “The government had proposed an extension to Jadhav and Pasricha.

But the decision was challenged in the high court and the verdict went against the government. I hope the authorities will realise their mistake and cancel Kumar’s proposed extension,” he said.
