BEST’s commercial & tech power losses dip

The Brihanmumbai Electric Supply and Transport Undertaking (BEST) has managed to reduce its aggregate technical and commercial (AT&C) losses from 10.93% in 2007-08 to 5.54%  in 2010-11.

This decline will ensure that the power distribution utility’s bottom line will improve, and consumers will get services at affordable rates.

AT&C losses indicate a utility’s technical as well as commercial losses (including those through theft and metering inefficiencies) in power distribution. BEST distributes power to the island city of Mumbai, and its licence area extends from south Mumbai to Sion in the east and Mahim in the west. It services over 9.57 lakh consumers in an area of around 68 sqkm.

Senior BEST officials said that its AT&C losses stood at 10.93%  in 2007-08, which fell to a marginally lower 10.20%  in 2008-09. In 2009-10, the figure stood at a much lower 6.36%  and in 2010-11, at 5.54%.  The figures for 2011-12 are yet to be arrived at.

They attributed this decline to increased vigilance, crackdowns on power theft, upgrading of the design and maintenance systems, and an overhaul of the distribution network infrastructure so as to prevent an overload on it.

In the National Awards for Meritorious Performance in Power Sector, BEST has won the Union Ministry of Power’s Gold Shield for its performance in the distribution sector in 2009-10. For the award, the performance of distribution companies was evaluated in terms of AT&C losses, financial turnaround, metering, reliability, open access and a geographical information system.

In 2010-11, BEST’s revenues stood at Rs2,749.13 crore and the total expenditure was Rs2,555.66 crore, as against Rs2,966.70 crore and Rs2,428.87 crore respectively in the previous financial year. It had 2,914 distribution transformers, of which 2,676 (91.83 percent) were metered.
