Bail bond scam: Corruption is like cancer, says HC

Coming down heavily on the railways for failing to take action against the railway Protection Force (RPF) officials who are allegedly involved in fake bail bond cam, the Bombay high court on Wednesday said that corruption in the system was like cancer.

“Cancer can be treated by chemotherapy. Can you show what is the treatment for this (corruption) cancer?” asked justice PB Majmudar.

A division bench of justice Majmudar and justice RD Dhanuka was hearing a public interest litigation filed by social activist Samir Zaveri alleging that certain RPF were releasing persons booked for trespassing and crossing railway tracks on fake cash bail bonds.

In August the High Court had transferred the probe into the fake bail bond scam at suburban Kurla railway station involving several Railway Protection Force (RPF) personnel to the Central Bureau of Investigation (CBI). However, there has been no progress since then.

On a court query, Suresh Kumar, advocate for the railways,  said that they haven't filed the chargesheet as they are awaiting the material from the CBI.

Terming the RPF as “railway destruction force”, justice Majmudar remarked: “It’s not RPF. It’s railway destruction force. They are only enriching themselves.”

The court suggested that the government should consider increasing salaries of the employees, but till then the government officials should learn to sustain themselves in their salaries. “Government servants should maintain themselves within their salaries. Also, the government should increase their salaries and ensure that their character is reformed.”

Irked with the lackadaisical attitude of the government and the increasing litigation revolving around scams, justice Majmudar asked: “Can you not make the government system corruption free? Tax payers don’t mind paying more money if the system is free of corruption.”

Jamshed Cama, counsel for the petitioner, pointed out that no action has been taken against the errant RPF officials.

Asking the CBI to act, justice Majmudar remarked: “Do you want to protect these people?”

The high court has asked the CBI to state the progress in the investigation and the railways have been asked to point out what action has been taken against its officers.
