28,000 smart card driving licences in Pune not recognised by readers

The hand-held readers cannot recognise them without key management system, which is mandatory for the authentication of the licence.

A recent audit of the computerised system of the Pune regional transport office (RTO) has revealed that up to 28,000 ‘smart cards’ (driving licences) issued in Pune cannot be read by hand-held readers as they have not been cleared by the RTO through the key management system (KMS), which is mandatory for the authentication of the licence.

The state transport commissioner’s office recently completed an audit of the computerised data of various RTOs in the state. The commissioner’s report mentions that out of 10 lakh ‘smart cards’ issued by the Pune RTO since 2006, 28,000 have been issued without passing through the KMS.

According to transport department officials, a chip is installed in the ‘smart card’ which is authenticated and activated through the KMS. If officers in the field check the licence with the help of hand-held readers, they can get all the information of the licence holder on the spot.

Since these licences have not passed through the KMS, the electronic chips installed in the licences has not been activated. Hence modern technology used in the ‘smart card’ is of no use. As the authenticity of these licences is difficult to ascertain, the possibility of the duplication of these licences is also high.

Pune RTO Arun Yeola admitted that such licences have been issued by his office. “Recently we found that these licences have been issued without the KMS, but they are not fake licences. It is difficult to trace these licences. Once they come to our office for renewal, we will pass them through the KMS,” he said.

Pune RTO started issuing driving licences in ‘smart card’ form in 2006. So far they have issued more than 10 lakh ‘smart cards’. According to officials in the RTO, most of the 28,000 licences are from the earlier lot, when the system was not fool-proof.

“We have now upgraded the system and not a single licence is issued without KMS. We are issuing licences through postal service, and for that KMS is mandatory,” said Yeola.
