One would be hard-pressed to imagine that Khap-like revenge justice exists in a progressive city like Mumbai. Unfortunately, it does, and its brutality is disturbing.

On June 17, a 22-year-old unmarried Dalit girl was stripped and lashed in Sewri because her brother had raped a minor the day before. This, despite the brother already being booked and arrested for the crime. Two men and 10 women have been arrested for the assault.

The incident took place on June 17 evening at Dargha Street in the Darukhana area of Sewri. A group of local residents barged into the house of a Dalit woman with lathis and caught hold of Asha, 22 (name changed to protect identity). They stripped her tried to drag her out of the house, but when they couldn’t succeed, they beat the girl and her mother up, and ransacked the house.

The Sewri police reached the spot after neighbours alerted them and arrested the avenging mob. “We have arrested the 12 for unlawful assembly, rioting, outraging the modesty of a woman, criminal trespass, breach of peace and also under the Prevention of Atrocities Act,” said a police office of Sewri police station.

The last charge is crucial as it is only applied in cases involving the scheduled castes. The accused have been remanded in judicial custody till June 24 by the Bhoiwada metropolitan magistrate’s court.

A day before the incident, Asha’s elder brother, Vijay Kamble, 34, was arrested by the Sewri police for abducting and raping a five-year-old girl. He was remanded in police custody till June 24.

Police said that the minor, daughter of one Bhalchandra Saini, had gone to buy sweets from a nearby shop at around 6pm, but did not return for an hour. When the worried parents and neighbours started looking for her, she was found crying and shivering under a tree along the road, some 500 metres from her
home. Her frock was soaked with blood.

The parents took her to the police station after which she was rushed to JJ Hospital, where she is undergoing treatment. JJ doctors have confirmed that the girl was raped.

During investigation, a local resident told the police that the girl was last seen with Kamble, who works as a building watchman and resides in the same area as the victim. The minor identified Kamble during a parade, police added.
