2014 deadline for Dharavi revamp

Close on the heels of the state government declaring 2014 as the new cut-off date for the Dharavi Redevelopment Project (DRP), the Maharashtra Housing and Area Development Authority (Mhada) — the nodal agency for the execution of the revamp of sector five — has revised its own deadline.

The agency has decided to advance the tenders for consultant and a building firm, for which it shall soon publish a corrigendum, said a Mhada official.

Dharavi is the biggest redevelopment project in the country worth Rs15,000 crore. Sector 5, which is being developed by Mhada at a cost of Rs45 crore, spans over 23 hectares.

A political target for vote bank, Dharavi has seen changes in the redevelopment plan for nearly a decade.

Even chief minister Prithviraj Chavan cannot deny that his fast-tracking the project comes in the wake of the 2014 assembly polls. In February, Chavan declared the commencement of the work, asking for amendments to be made in the DP plan a day before the civic polls.

While the residents waited for work to start for the last eight years, the government, in a bid to redevelop the project itself, separated it from other SRA schemes. Thus, no development has taken place. But Mhada’s attempt at appointing a consultant has fallen through. It had appointed MM Project as consultant, but was not satisfied with the plan and decided to appoint a new consultant for the redevelopment of all five sectors.

A senior DRP official said while Rs25crore budgetary provision would go towards construction on only 0.3 hectares of land, another Rs20 crore would be for the consultant.

Mhada is to rehabilitate residents in 300sqft houses, provide a corpus of Rs40,000 per house and maintain them for 20 years. This land belongs to Mhada and is the only plot in the sector that is free of development. Mhada plans to build a 14-storey buildings with 356 tenements.
