13 deemed varsities in Maharashtra get 3 years to redeem themselves

Thirteen deemed universities of the state, which face the prospect of de-recognition, have three years to get their act together. They will need to correct the deficiencies identified by a special committee of the Union human resource development ministry (HRD).

The varsities are among the 44 deemed universities in the country which will be on the government’s radar. The Mumbai-based Homi Bhabha National Institute, Indira Gandhi Institute of Development Research and International Institute for Population Sciences are on the list, which includes 31 private and 13 public institutions. All fall in category ‘B’ of institutes assessed by the special committee.

Based on the committee recommendations, the HRD ministry had told the Supreme Court that it was planning to cancel the deemed university status of 44 universities in the ‘C’ category as they were found lagging on many parameters.

All the institutes were assessed on nine parameters — considerations of idea of a university; how the status of deemed university became a stimulus for better performance; conformity to the provisions of the UGC Act and UGC Guidelines for the recognition of an institution as deemed to be university; aspects of governance; quality of and innovation in teaching-learning processes; research output and its impact; doctoral and other degree programmes; faculty resources; and admission process and award of degrees.

“…institutions listed in Table II (category B) need to take comprehensive corrective steps urgently in respect of several parameters. We have placed these institutions in Table II because there is scope for their improvement to meet the requirements expected to retain the status of a university. However, they must undergo a rigorous independent review after three years to justify their continuation as universities,” the committee said in its report.
