Days after dna report Women panel fails Munde but goes after Sallu was published, a Bombay High Court lawyer has sent a legal notice to the state women commission chief Vijaya Rahatkar for her "inaction" in genuine cases and for chasing celebrities for "publicity".

Advocate Rizwan Siddiquee has invoked section 166-A of the Indian Penal Code (IPC) to serve the notice and has threatened to take Rahatkar to the court for "willfully failing to perform her duty".

To prove his point, Siddiquee lodged a complaint in the commission, along with "proofs", against controversial small-time film producer Kamal R Khan on June 28. In the plaint, he has alleged that Khan sexually harassed 18 film actresses on a social media platform. Reportedly, the commission has not taken cognizance of his petition yet.

"Rahatkar is yet to take cognizance of the case, while rules mandate cognizance within 24 hours. She was, however, seen giving an interview to TV channels on Salman Khan-related frivolous matter. As a commission's head she should be more concerned about helping these 18 women in a clear-cut case, rather than summoning Salman for just a statement," Siddiquee charged.

The young lawyer further insisted that he was not a Salman fan. "I have taken up this matter only because I feel that Rahatkar is a public servant and she must serve people. Instead, she is misusing her official position for publicity," he alleged.

Interestingly, two years ago, the commission had unsuccessfully sought cancellation of Siddiquee's license from the bar council over "unethical behaviour" in a case involving DIG Sunil Parashar and a model, who had leveled rape charges against Parashar. Siddiquee had allegedly leaked various communications involving the two.

Justifying his position, Siddiquee said, "The commission is expected to know facts before taking an action. In that case, they were clueless about the facts. I had explained to them why I leaked those documents and how it was well within the legal limits."

"Rahatkar madam is travelling from Delhi to Aurangabad. As soon as she lands, I will arrange a telecon with you," said an associate of the panel head. A response from Kamal R Khan is still awaited.
