Women lawmakers steal the show

According to the study, on average, women corporators got 62.80% marks while the men got 61.11%.

Women corporators in the Brihanmumbai Municipal Corporation (BMC) have fared marginally better than their male counterparts, according to the report published by NGO Praja Foundation. The revelation comes at a time when the civic elections are scheduled within the next six months and ward reservation results are yet to be announced.

The report ranked Shiv Sena's Hemangi Worlikar as the best corporator in the last four years. The top 10-rank corporators of 2016 featured a staggering seven women corporators, including Hemangi Chemburkar (SS) at number two, Trushna Vishawarao (SS) at number three, Anuradha Pednekar of Sena, Ajanta Yadav (INC), Varsha Tembvalkar (SS) and Waqarunnisa Ansari (INC).

According to the study, on average, women corporators got 62.80% marks while the men got 61.11%.

The best performers (those who scored between 80 and 100%) comprised just 4% of both men and women corporators. While 4% of male corporators were at the bottom after scoring less than 35% marks, zero per cent women fell in that category.

The parameters assigned were attendance, criminal record, number and quality of questions and so on. The corporators were also judged on people's perception of them in their constituencies and utilisation of funds. The report card took into account functioning of 223 corporators out of 227. Four corporators were suspended in 2016.

"Keeping in mind the perennial issues of governance and the increasing needs of citizens, there is a need for a continuous dialogue and appraisal of the working of elected representatives. Thus, with the same intent, the report card was prepared," said Praja Foundation managing trustee Nitai Mehta.

Citizens ranked Sena's Kishori Pednekar the numero uno. Similary, the report lauded the quality of questions asked by Sena's Prajakta Vishwasrao. Meanwhile, saffron brigade's Trushna Vishwasrao, also the leader of the House, scored five out of five for her year-long discussions on various issues of the city.

The topper

Homemaker Worlikar joined the civic body as a clerk under an executive engineer at the Water Supply and Sewerage Department 11 years ago. Her daily duties included drafting of proposals and moving department files for sanctions.

Six years later, Shiv Sena candidate Worlikar was elected from ward no 188, which includes Worli village, Adarsh Nagar and Janta Colony, among other areas. She bagged a staggering 10,441 votes.

On being elected, she introduced a system of garbage collection in push-carts at night. Worli Koliwada, surrounded by the sea on three sides, was a fertile ground for garbage disposed on the shore. Worlikar currently heads the Education Committee.
