With FSI restriction lifted, suburbs to get more high-rises

The Brihanmumbai Municipal Corporation has started approving projects with implementation of the new transfer of development rights (TDR) policy, that will lead to the construction of more high-rises in the suburbs.

According to a senior BMC official, there was a cap on use of 2 floor space index (FSI) in suburban districts. "However, the new TDR policy permits developers to go beyond the use of the FSI of 2. Developers can use the road set back as the reservation on the total gross plot area.

The use of TDR is dependent on the width of the road. If the adjoining and access roads to the project are bigger than that of the TDR, additional FSI can be utilised. Besides, it is mandatory to use the minimum 20 per cent slum TDR, as stated in the new policy.

"We had a few queries about this TDR policy which were recently clarified by the state urban development department. Now, we are processing the project proposals as per the new policy. We are giving all the benefits mentioned. The files are moving speedily now due to clarity in the norms," said a senior BMC official.

Senior architect Milind Samel said, "We will be able use the fungible FSI, TDR, and additional FSI. Now, it will be more feasible to undertake projects in the suburbs," Samel added.

Anand Gupta, from the Builders Association of India, welcomed the government's move by relaxing the 2 FSI cap and permitting additional TDR and FSI. "India is the only country in the world to have such extreme restrictions on the use of FSI. There is a huge demand for housing, but the government is unable to meet it The government should interfere less so that projects take place on time, and even reach completion as per schedule," Gupta added.

THE FINER PRINT

If the plot area is 2,000 square metres (sq m), the road set back is 400 sq m, and another 300 sq m of reservations, the total development area earlier was only 1,300 sq m. And with one additional FSI, the total construction area was 2,600 sq m. Now, the 2 FSI cap has been lifted, so the gross development of the same 2,000 sq m plot is 6,102 sq m.
