Who sees that Mumbai lifts are safe? Just 52 inspectors

A week after a 24-year-old girl in Malad got trapped between the doors of a lift and died, it emerges that Mumbai desperately lacks government employees called inspectors of lifts, who check that lifts are working normally. There are 35,643 lifts registered in Mumbai (although it is possible that there are unregistered lifts as well); but there are just 52 inspectors of lifts. Of these, 22 are on deputation from various departments of the state government.

A week after a 24-year-old girl in Malad got trapped between the doors of a lift and died, it emerges that Mumbai desperately lacks government employees called inspectors of lifts, who check that lifts are working normally. There are 35,643 lifts registered in Mumbai (although it is possible that there are unregistered lifts as well); but there are just 52 inspectors of lifts. Of these, 22 are on deputation from various departments of the state government.

Because of the heavy workload and insufficient number of inspectors, lifts are certified hurriedly and without inspection, admit state government sources.

The Lifts Authority, which does safety audits of lifts in the state, found that in 2013-14, 318 lifts were non-functional due to various technical faults. The lift department has sent notices to 15,315 societies in Mumbai, Thane and Pune for improper maintenance of lifts. These three cities have 83,952 lifts registered.

Lifts can be operated only after permission from the lift authority. It is mandatory to display the certificate of permission in all lifts. But most building secretaries are either ignorant of the law or unafraid of it. Whenever lift inspectors come for physical inspection, they grease their palms. The Chief Inspector of Lifts was unavailable for comments.
