Treatment of liquid waste to become mandatory

Fadnavis was addressing representatives of 19 local bodies from across the state that had become open defecation free towns or localities during the Swachh Maharashtra campaign programme on Friday.

Chief minister Devendra Fadnavis on Friday announced that the state government would soon come out with a policy framework making it mandatory for urban centres to treat every drop of liquid waste and re-using it for either industry or power plants.

Fadnavis was addressing representatives of 19 local bodies from across the state that had become open defecation free towns or localities during the Swachh Maharashtra campaign programme on Friday.

Brihanmumbai Municipal Corporation (BMC) had announced that its wards B and C — Mohameedali Road and Chandanwadi respectively — have become open defecation free wards. Mumbai mayor Snehal Ambekar and municipal commissioner Ajoy Mehta were also felicitated by chief minister along with representatives of other 18 local bodies.

Satara district topped the list with a total of five local bodies becoming open defecation free areas. Principal secretary Manisha Mhaiskar informed that by October 2, 2017 entire urban areas of the state would become open defecation free.

Addressing the gathering, Fadnavis said: "Urban areas, especially big cities, were facing biggest problem of solid waste management and treatment of liquid waste including sewage and sewerage. After open defecation, the second phase was to ensure solid waste management and the third phase was to bring a policy framework to ensure treatment of liquid wastes."

He pointed out that all the water bodies, including rivers and wells, were being polluted due to disposal of waste in it. Fadnavis said that water sources are polluted with release of urban waste in rivers. Industrial waste only amounts to 10 per cent while untreated liquid waste from big cities amounts to the remaining 90 per cent.

Toilets a must
"Do not accept marriage proposal if the house of your in-laws does not have a toilet" was the advice given by the ambassador trio — Sangeeta Awhale, Suvarna Lokhande and Chaitrali Makole — of the Swachh Maharashtra campaign on Friday.

The three Swachhta Doots (cleanliness ambassadors) shared their stories which brought them to fame. Chaitrali from Akola was taken aback when she came to know that the house she got married to did not have any toilet and she would have to go out in the open to answer nature's call. Hence, she asked her parents to give her a mobile toilet block as her wedding gift.

Sangeeta from Saikheda village in Washim sold her mangalsutra to build a toilet at her home. She said that when her daughter turned 12, the thought of having a toilet at home came to her mind.

Suvarna, a resident of Sinnar in Nashik district, availed a loan of Rs 50,000 from women's self-help group to build a toilet.

Apale Sarkar App
After launching Apale Sarkar portal for providing various services to citizens, the state government would soon launch a mobile app for providing all the services on mobile as well. Currently, it has made available 42 services of seven government departments on the portal.

Fadnavis announced the state government has already notified 224 services from all its departments and it is in the process of providing all the services to citizens online. He said that through portal, the services would be provided online and with the new mobile app, citizens can avail all the services by using their mobile.

The mega-alliance Government led by Chief Minister Devendra Fadnavis on October 31, 2015 had announced that it would pass right to services act. Accordingly, in its first cabinet meeting after swearing ceremony at Wankhede stadium, the Government decided to provide right to services act which has a provision of punishment for not providing service within stipulated time.
