Videographic traffic count will be conducted on Bandra Worli Sea Link (BWSL) and at the five entry points of Mumbai to check total traffic. This time even details of vehicles exempted from paying toll will be noted down. This measure is being done after anti-toll activists cried foul over surge in exempted vehicles and underreporting by toll collection agencies.

"The videographic study will be carried out round-the-clock for a duration of a week. Additionally, transaction survey for identification of frequent road users with their number plate details will be done for a period of three days at Bandra Worli Sea Link as well as at the five entry points of Mumbai," said a Maharashtra State Road Development Corporation (MSRDC) official.

The five entry points of Mumbai where toll is collected are Vashi, Airoli, Mulund (Eastern Express Highway), Mulund (LBS Road) and Dahisar.

Under the latest plans, even the transactions will be noted down whether it is cash, cashless, exempted, forced exempted or violation.

"Such a survey was done in July 2015 through videography at all five Mumbai entry points. But still the report hasn't been brought into public domain. Such a plan raises questions if it is being done to extend the concession period or to cancel the exemptions," said Sanjay Shirodkar, anti-toll activist.

In January 2016, Shirodkar had complained to senior officials of MSRDC, still they haven't taken any action against the erring toll collection agencies. According to Shirodkar, underreporting of vehicles under free, exempted or VIP categories ranges from 25-50 per cent. Yet, no action has been taken by the authorities.
