Toll system added to MSRDC's losses: CAG report

The Comptroller and Auditor General (CAG) of India report has revealed that delay in finalisation of toll contracts, excess recovery of toll, and non-recovery of dues from toll contractors resulted in losses for the Maharashtra State Road Development Corporation.

CAG in its report, which was tabled in both the Houses of the state assembly, has pointed out that there were 26 projects assigned to Maharashtra State Road Development Corporation Limited company. It has brought to the fore many reasons for the company making losses and has also included studies of a few road works and a few toll projects.

CAG has said that MSRDC did not have any mechanism in place for periodical inspection of the road conditions so that annual plan for repairs can be made. It had led to agitation by people due to bad condition of roads and also caused losses to the company. There was delay in awarding 12 toll contracts which ranged from a month to 20 months and the loss of revenue worked out to Rs13.24 crores. In another case, even though the contractors had to pay the weekly or monthly or yearly payment of toll to the company, there was no monitoring of the same.

CAG has suggested that government of Maharashtra may execute concession agreement with MSRDC, specifying terms and conditions for each particular project. It has also suggested to come out with a system for periodical inspection of projects as well as assets and consider linking real-time data with toll companies as well as put up the data on the PWD website, so that revenue sharing clauses and provisions would be in public domain. It has suggested to streamline contract management system so that PPP model can safeguard financial interest of MSRDC.
