To avoid blame later in the monsoons, BMC tells Central Railway to clean drains

To one-up the railways in the yearly monsoon blame game over whose neglect caused flooding, the city administration has sent a report of choked culverts on railway premises to the Central Railway.  

The Brihanmumbai Municipal Corporation’s report has photographs of clogged drains at 36 location on CR premises that need desilting. 

The civic authority has made the preemptive move to ensure that the drains are desilted to avoid waterlogging during monsoon. 

“The culverts at major waterlogging spots on both CR and WR are blocked and need desilting as well as augmentation,” said V Khandkar, BMC’s chief engineer, storm water drains. 

The 36 sites flagged in the report are between Kurla and Mulund, including some on the harbour line. Sion, Kurla, Chinchpokli, Currey Road, Govandi and Mulund are chronic waterlogging locations on the central line.

“We have inspected culverts along central line and clicked photographs with a high- definition camera from the Operations and Control department. The snaps are attached to the report. Inspection of WR is under way,” Khandkar added.  

The BMC has also asked for an audit report on the desilting of culverts, “which the railways has not submitted till now,” Khandkar said.

Cleaning of drains is undertaken by the corporation, but drains on both Central and Western Railway premises are desilted by the railways for which the BMC pays a certain amount to them before every monsoon. 

In the last three years, the BMC has paid over Rs 12 crore to CR and WR for desilting. Despite the work apparently being carried out every year, railway tracks are flooded every monsoon. 

CR Divisional General Manager SK Jain said decisions pertaining to the issue were taken during a recent meeting with BMC, and that the details would be available with their chief public relations officer, Sunil Udasi. But Udasi was unavailable for comment. 

A DRAINING JOB

  • Culverts on rail premises flush rainwater. If they are clogged, they cause flooding and bring trains to a halt.
