Time to rehabilitate hawkers

This week, Indrani Malkani, Founder Secretary, ALM of Malabar Hill's Little Gibbs Roads 1, 2 and 3 shares an incident that had been troubling her neighbourhood but was resolved recently.

"In April 2000, the ALM of Little Gibbs Roads 1, 2, and 3 in Malabar Hill was formed by eight women, including Chella Chidambaram and myself. The first activity taken up by the ALM was waste segregation and a separate collection of dry and wet waste from the buildings. The ALM was also instrumental in starting the MCGM’s Integrated Relay Transport System of segregated waste collection in November 2000. Little Gibbs Roads, Hanging Garden and Kamala Nehru Park were plagued by many hawkers since a very long time. These hawkers would occupy footpaths causing hindrance to pedestrians and vehicular traffic; they would also litter the area. To address the problem, a ‘Hawkers Rehabilitation’ pilot project was conceived and implemented in the year 2000 by the representatives of the ALM. This was done in consultation with the D-ward office and guidance from the-then Additional Municipal Commissioner, Gautam Chatterjee. The purpose of this exercise was to create a sense of responsibility amongst the hawkers, to keep their areas clean and to participate in the activities of the ALM. Four leaders of the hawkers' group were recognised by the ALM and given ‘ALM Helper’ ID cards. The cardholders pledged to carry out the segregation of waste, clean up their areas and assist as traffic wardens during school hours. An official hawking zone was chosen jointly by three parties—the ALM representatives, the Assistant Commissioner of D-ward and the four hawker leaders. The list of hawkers wascollated and a final one was made keeping in mind the present records of BMC and the TISS survey of existing hawkers. Post all procedures, the hawking zone was demarcated for the hawkers to carry out their businesses. They take full responsibility
for the cleanliness of the area, ensuring that the number of hawkers does not increase in the future and conducting trade in an orderly manner. By integrating various stakeholders of the locality, the ALM was successful in addressing the contentious issue of hawkers."
