Thane police directed to be polite to those filing RTI complaints after DCP assaults activist

The next time an RTI applicant approaches the Thane police, he may be surprised to find a courteous officer at the other end. The Thane police has issued a circular, asking police officers to be courteous towards RTI applicants, while they are interacting with them. 

The letter, which is signed by additional commissioner of police, Makarand Ranade (administration), asks all deputy commissioners of police (DCP), assistant commissioner of police and other police officers to ensure that if they do not talk courteously while interacting with applicants, they will face disciplinary action as per service rules of the state police. 

The letter dated February 22, 2018, has come under the public domain recently. 

The Thane police was recently in the news for ill-treating an RTI applicant. DNA, in its January 28, 2018 edition, had reported about Kailash Avhad, an RTI applicant from Thane, being hit repeatedly by a deputy commissioner of police (DCP — Traffic) on the day of the first appeal hearing.

According to the applicant, the DCP, who was in the capacity of first appellate authority, was angry with the kind of information he had sought. 

The Thane DCP was stripped off his power to hear cases under first appeal as first appellate authority, after the State Information Commission got to know about the issue during the second appeal hearing. The Commission, for the first time, also directed that the DCP should not be allowed to take any further first appeals till he is found not guilty, after ordering an enquiry. 

Kailash Avhad, the RTI applicant, who was hit by the DCP, said: “I am not aware of any such circular, but the police tends to shield its own people. They should also provide information.”
