While the Thane Municipal Corporation (TMC) is busy surveying six areas in Thane to implement the cluster development scheme (CDS), there are some Thanekars, who are still awaiting a meeting with the civic body. These residents are the ones, who had raised objections and made some suggestions after the TMC announced the scheme in 2018. These locals have not yet received an answer from the authorities.

It has been 10 months since the Thane municipal corporation (TMC) announced the cluster development scheme (CDS) for 44 locations in the city. The civic body also placed advertisements in the local newspaper on May 5, 2018. It asked residents to register their objections and suggestions within 30 days of the announcement. "I raised my objection and after 30 days they were to call me for a hearing to answer the questions raised. But it is March 2019 and I am still waiting for the hearing," Rajiv Datta, an active resident from Thane, said.

Some of the issues raised by Datta include – getting a copy of the government regulation (GR) as well as the impact assessment report of CDS submitted in Bombay High Court) in Marathi. "The GR and the report are in English and everybody in Thane does not know English," he added.

Even Nitin Deshpande, another resident is waiting to hear from the TMC. "There is a law that whenever a municipal corporation advertises in newspapers asking for people's suggestions and objections, it is their lawful duty to grant us a hearing. In spite of raising objections about CDS, no one has called me yet for the hearing," he adds.

When contacted, Sandip Malvi, public relations officer, TMC, said that they will have a hearing after the complete list of eligible residents for CDS is published. "We are uploading the list of the beneficiaries under the scheme. And, if people raise objections about it, we will give them a hearing," he said.
