The cluster development scheme which was promoted by all the political parties in Thane is not garnering enough popularity among the locals. The Thane Municipal Corporation (TMC) has already received over 3,000 objections to the scheme.

The much-anticipated scheme, which will pave way for 10,000 new buildings in Thane, is likely to be implemented in 44 zones by Diwali this year. A list detailing all the zones was publicised in the local newspapers as well as the TMC website.
Although the scheme is the next big thing, many locals seem to be unaware of the facilities that it will entail.
"We do not know what the scheme is about. What is the building plan about clusters and how does the TMC want to implement it," said Sanjeev Sane, Thane Matdata Jagran Manch (TMJM), a non-political body which has taken up the issue of housing citizens in the wake of rapid developmental activities in the city.
"According to the figures, we have over 3000 people including the gaothan samitis who have raised objections about the scheme on May 24 and May 25," he added.
As the confusion about the scheme prevails, the last date to register the objections has further created dismay among Thanekars.
"Owing to the incomplete information given by the TMC about CD, the deadline should be extended by three months," said Sane.
"It speaks about seven per cent open space in clusters. What if the current areas in which CD is to be developed has more open space?" he asked.
Moreover, the locals were informed by the politicians that the scheme was for unauthorised buildings which were dilapidated. "But we learned that even legal buildings and structures which are located in the area of clusters will be grouped together. What if I have a bigger house? Will I be forced to stay in a 350 square feet house and buy more area from the TMC?," added Sane.
Sunil Chavan, additional commissioner of TMC confirmed that they have received 3,000 objections and the number will further increase by June 4.
"There will be no extension of date to three months," said Chavan.
"Rights of individuals who stay in a bigger house, say in gaothans, will be protected provided they are legal owners. Otherwise, they will get to stay in a 300 square feet house free of cost," he added.
What is the scheme?
Under the cluster development scheme, unauthorised old, dilapidated, dangerous buildings in an area will be bunched/clubbed together to form a cluster. The residents of these buildings will be housed in a newly built building which will form a cluster.
When was it approved?
The scheme was approved for Thane by chief minister Devendra Fadnavis in February 2016 with an FSI (floor space index) of four. Under this scheme, 44 zones in 29 spots will be developed and the first phase will begin by Diwali this year.
