Teachers & students clean loos in 84 govt schools, says survey

The survey found that teachers and students were cleaning toilets in 69 per cent of the schools, while 57 per cent did not have a full-time headmaster.

On Tuesday, Bal Hakk Abhiyan (BHA) released their study — supported by Child Rights and You (CRY)— that observed the implementation of the 2009 Act for Right of Children to Free and Compulsory Education (RTE) in 122 government schools across the state.

The survey found that teachers and students were cleaning toilets in 69 per cent of the schools, while 57 per cent did not have a full-time headmaster. The study spanned Ahmednagar, Pune, Gadchiroli, Parbhani, Aurangabad, Latur, Beed and Mumbai districts. It focussed on 10 parameters — School building, Availability of teaching staff, Training of teachers, Availability of library, Status of toilet facilities, Availability of drinking water, Availability of separate kitchen shed, Availability of playground, Instances of admission denied to children and Functioning of the School Management Committee.

Of the 122 schools surveyed, it was found that 13 per cent of the school buildings were not sturdy and 21 per cent did not have a compound wall, putting children at risk. A good 8 per cent do not have separate toilets for girls and boys and only 12 per cent of the schools toilets are cleaned by a cleaning person. Almost 63 per cent reported not having any kind of water filtration facility, and 34 per cent did not have a playground.

"We have urged the government to conduct an annual exercise to track progress of RTE compliance by establishing a Management Information System (MIS)," B.P. Suryawanshi, Program head of BHA (Maharashtra), said, adding.

"We have also recommended that full-time headmasters be appointed, libraries be constructed in all the schools, the practice of children or teachers cleaning toilets be stopped immediately."
