The decision to institute an inquiry in to the 189 irrigation projects comes after the Swabhimani Party leader Raju Shetti questioned the government as to when would it conduct an inquiry in to the scam.

It was Shettti who had been fighting against the corruption in cooperatives, especially sugar factories in western Maharashtra, which are mostly governed by Congress and Nationalist Congress Party (NCP) leaders. Shetti joined the mega-alliance before the assembly elections, along with Rashtriya Samaj Party led by Mahadev Jankar, Republican Party of India (Athavale faction) led by Ramdas Athavale and Shiv Sangram Organisation led by Vinayak Mete.

Since Athavale became Rajya Sabha MP and Mete as well as Jankar were absorbed as MLCs, it was only Swabhimani Party floated by Swabhimani Shetkari Sanghatana that did not get any benefits even after the change of guards in the state. Shetti, who is on a tour of the state with Shetkari Parishads or farmers conventions, criticised the BJP on Tuesday evening at Parbhani. Shetti asked if the irrigation scam was highlighted before the elections, why was there no action on the part of the government.

It was in September 2012 when deputy chief minister Ajit Pawar suddenly resigned after the news reports about his role in the multifold increase in cost of irrigation projects, with very low level of achievement. Pawar resigned and was later re-inducted, after which the government led by the then chief minister Prithviraj Chavan appointed the Madhavrao Chitale panel to find facts about the allegations.

BJP and Shiv Sena, who were in the Opposition, had alleged that much of the Rs70,000 crore reportedly involved in the irrigation "scam" was either wasted on dud projects or siphoned off. The then state unit president of BJP, Devendra Fadnavis had said his party had provided "enough material" to the Chitale committee to nail politicians.

The government is yet to take a decision on instituting the inquiry. Shetti said when the government has ordered an inquiry for cases pertaining to Chhagan Bhujbal, what stops it from an conducting inquiry in to the entire irrigation scam?
