Sudhir Mungantiwar may propose policy proposals for agri, infrastructure, education in interim budget for 2019-20

Mungantiwar is expected to announce a Rs 6,000 crore scheme to cover about 700,000 farmers not qualified for the Union government's assistance.

Maharashtra finance minister Sudhir Mungantiwar may present the interim budget for 2019-20 on the lines of Gujarat, Telangana and Madhya Pradesh by announcing policy and expenditure proposals on key sectors including agriculture, irrigation, health, infrastructure and education. Even though Mungantiwar will seek approval of the state legislature for vote on account for four months, he will make necessary allocations in the full budget to be presented in July.

In order to effectively address the farm distress, the state government may provide additional financial assistance to small and medium farmers in particular. This will be in addition to the Prime Minister's Kisan Samman yojana announced by the Centre in its interim budget wherein nearly 12.5 crore farmers will get Rs 6,000 annually to meet up their expenses.

Mungantiwar is expected to announce a Rs 6,000 crore scheme to cover about 700,000 farmers not qualified for the Union government's assistance. Already the state government has spent Rs 24,000 crore on the implementation of crop loan waiver scheme.

Furthermore, Mungantiwar is likely to propose more that Rs 8,000 crore on the irrigation sector in its bid to complete the ongoing and long pending projects in the state. The government is getting Rs 26,000 crore loan from the National Bank for Agriculture and Rural Development to expedite implementation of irrigation projects.

Another area will be infrastructure. The state government has already undertaken transport infrastructure projects of more than Rs 1.06 lakh crore in Greater Mumbai, Rs 16,000 crore Navi Mumbai international airport, Rs 18,500 crore Mumbai Trans Harbour Link and Rs 12,000 crore Mumbai coastal road jointly by BrihanMumbai Municipal Corporation and Maharashtra State Road Development Corporation.

Mungantiwar is expected to propose additional allocation for the education sector. This is in the wake of Annual Status of Education Report (ASER) 2018 report in which there was a marked climb of improvement in student performance in the state. Average score showed an improvement of approx 30% in Math & 15% in languages, reflecting the success of efforts towards educational innovation in Maharashtra.

As far as health is concerned, the state government, which is implementing its own health insurance cover scheme and Modi care, will attempt to further strengthen the health care system.However, Mungantiwar faces major challenge to mop up additional revenue to increase allocation for various sectors especially when there is falling GST collection, rising public debt and burgeoning revenue and fiscal deficits.
