Stem corruption in CPS: Doctors

The IMA, which has around 35,000 members practising modern medicine in Maharashtra, has sent a strongly-worded letter to the state medical education minister.

The Indian Medical Association (IMA) has joined hands with the Maharashtra Association of Resident Doctors (MARD) in their fight against alleged corrupt practices being followed by the Parel-based College of Physicians and Surgeons (CPS).

The IMA, which has around 35,000 members practising modern medicine in Maharashtra, has sent a strongly-worded letter to the state medical education minister.

"One of the primary aims of this body, registered since 1928, is to promote improvement in public health and medical education and encourage ethical practices in the medical profession. It is indeed painful to read in the news media about the unethical practices and blatant corruption in the working of CPS over the past few weeks," the letter read.

CPS works under the Ministry of Medical Education and Directorate of Medical Education and Research (DMER) in Maharashtra. It has the sanction of the medical education ministry and is included in the Maharashtra Medical Council schedule by order, in the name of the Governor of Maharashtra and signed by the secretary to the Maharashtra government. The intention of starting CPS was to have qualified post-graduate medical consultants serving in rural areas and small towns.

The IMA said that while CPS is just an examination body, today, the CET paper is set by CPS members, the examination is conducted by CPS members , the correction of papers is done by CPS, and the declaration of merit lists and rankings is also carried out by CPS. "All these activities are done without any scrutiny from any outside authority, thus casting doubts on the whole CET system as the entire procedure is non-transparent," said IMA president Dr Jayesh Lele.

He added that CPS is registered under the charity commissioner and is supposed to be working as a non-profit educational organisation. "Unfortunately, CPS has started charging money in lakhs from the students and its income is in crores, as reflected in the demand notice issued by income tax authorities. Council members who are trustees are being paid in lakhs of rupees by CPS and the accounts show that a handful of council members are being paid heavy sums on a regular basis," Dr Lele said.

The IMA had said that there are many illegal activities conducted by the present council, which is bringing the reputation of a premium institute like CPS down and causing irreparable harm to the student community. "We request the minister to immediately institute an inquiry into the workings of the CPS body and, pending inquiry, suspend the present council and put an administrator in place to oversee the proper functioning of CPS," Dr Lele said.
