Soon, register rent agreement at your nearest cyber cafe

The state government is planning to give a push to the e-KYC based system of registering leave and licence agreements across Maharashtra by making it possible for people to file these documents in cyber cafes and other such outlets. The move will help reduce footfalls and crowds at the sub-registrar offices.

When was it decided?
In a recent meeting of a committee on e-governance chaired by chief minister Devendra Fadnavis, it was decided that this system of registering the agreements be "rolled out across the state at a fast pace". The system, which is linked to Aadhaar, will be scaled up to ensure that by January 31, 2015, at least 50% of rental agreements across Maharashtra happen without applicants coming physically to government offices.

What's the aim?
"We are trying to popularise this system of leave and licence registration," said Dr Shrikar Pardeshi, inspector general of Registration and Controller of Stamps, adding that already 80 Maharashtra e-Sewa centres had begun e-registration. "We are working on a policy... which will allow private professionals like cyber cafes to be empanelled for registration," he said, noting that this will enable people to register their leave and licence documents close to their homes.

How will it work?
These centres, which need to have biometric devices and necessary software and hardware, will do the data entry, take printouts of draft documents, make necessary corrections, make e-payment of stamp duty and registration charges, take photographs and thumb impressions of the parties, submit the document for e-registration and provide printouts of receipts and registered documents. They will get service charges in return.
"We will invite applications from interested parties and will empanel agencies. This will reduce footfalls and crowds at our offices," said Pardeshi.

Can it be done from home?
Yes, if people have biometric devices and web cameras, they can register their leave and licence papers from home, said Pardeshi, adding that leave and licence registrations accounted for around 40% of documents registered in Mumbai and 30% each in Pune and Thane.
