Soon, motorists can apply for RTO documents online

Regional Transport Office also plans to set up a portal that will enable it to issue e-challans

Days after the Mumbai Traffic Police chief directed traffic cops to not stop motorists merely to check for pollution under control (PUC), insurance and green tax certificates, sources in the Regional Transport Office (RTO) told DNA that soon, the process of applying for a PUC certificate and having it issued would be carried out online.

While motorists will have to take their vehicles to authorised PUC centres for tests, they can apply for the PUC certificate online. In order to do away with bribery and arbitrarily granted PUC certificates, the certificate will be issued or rejected online based on readings that will get registered automatically on an online system during the test conducted on the vehicle.

“The application for a PUC certificate and approval or rejection of the application will be carried out online. The offline system will be scrapped entirely. We will use technology extensively for the PUC testing process,” Praveen Gedam, State Transport Commissioner, Maharashtra, told DNA.

RTO officials also revealed that they were developing a comprehensive online database wherein details of mandatory documents such as PUC, insurance and green tax certificates, which are linked to individual registration numbers, will be available online at one glance to the police and RTO. The system will show when the renewal for these documents is due and which of the documents have lapsed.

If the PUC, insurance or green tax certificates are not renewed even after a certain leeway period that will be considered, an e-challan will be issued to the owner of the registered vehicle.

Elaborating on how the online system is being developed, a senior RTO official said, “We already have a tie-up with insurance companies, and hence the data is shared with us. We have records that show how long a vehicle’s insurance is valid for. If the insurance period is over and it has still not been renewed, then the Traffic Police will issue an e-challan to the owner of the vehicle.”

Gedam said: “We have initiated the process for the online system. The documents will be linked with the registration number online.”
