On Tuesday, Navi Mumbai Shiv Sena leaders resorted to a day-long token hunger strike opposite the Navi Mumbai Municipal Corporation (NMMC) head office in Belapur to oppose cluster development in the satellite city. Sena corporators in the civic body and workers led by Navi Mumbai chief Vijay Chauguley said they would oppose the cluster development policy for Navi Mumbai, since situations in Thane and Navi Mumbai are different.

“We are not opposed to cluster development of old and dilapidated buildings in the city like JN and NL types. However, when it comes to cluster development, situations in Thane and Navi Mumbai are different. In Thane, most unauthorised buildings have been erected on government land, whereas in Navi Mumbai, residents, who own the land, have constructed additional rooms as their family expanded. The civic body can penalise them and regularise these structures,” said Chauguley.

The Sena leader accused NCP of working at the behest of the builder lobby. “This is nothing but a tie-up between the builders and NCP. If the government goes ahead with its cluster development proposal for Navi Mumbai, we will launch ward-wise agitation to make people aware of the flaws in policy for the city,” said Chauguley.

Vashi corporator Vitthal More said, “Navi Mumbai residents need to be made aware of the gaps in the cluster development policy for the city, and this is only possible through agitations. The token hunger strike is the first step towards registering our opposition to cluster development.”

His party colleague, Vijayanand Mane, said, “The ruling NCP is using Crisil report on impact assessment for implementation of cluster development in the city. There is absolutely no need for demolishing buildings that were constructed recently in the name of cluster development. We do not want the policy to be implemented for all structures here.”

Sena leader, Suresh Mhatre, said, “The owner of the land will lose his ownership right once cluster development is implemented. The land will be owned by society. As per the policy, maximum of 700 sq ft room will be given to beneficiaries of cluster development. However, there are some who have residences measuring nearly 5,000 to 6,000 sq ft. How does the government plan to compensate them?”

He said, “Regularising existing structures in gaothans, lower-income group plots and row houses with extra FSI will help solve problems in Navi Mumbai.”
