Shiv Sena's Rajya Sabha MP Sanjay Raut on Sunday demanded a ban on the Prime Minister and the Chief Minister participating in poll campaigns.

"If they (PM and CM) participate, then expenses of the government machinery used by them should be recovered, said Raut in an article in Sena mouthpiece Saamana on Sunday.

Raut said comments were made on Prime Minister Narendra Modi for "jumping into muck", adding that the Centre had become a "factory of elections" and the government machinery+ was being used blatantly.

"The comments were made on the PM during Guj polls as he jumped into the muck," he said.

He added, "It should be stopped now. We should propose a law to bar the PM and CM from participating in poll rallies," Raut said in his article.

Raut said, "The Parliament is the supreme law-making body in our country. I appeal that everyone demand a law to bar the Prime Minister and chief ministers from election rallies. It will help save public money. This should not happen at the cost of honest taxpayers' money," he said.

"Modi held almost 40-45 rallies in Gujarat, for which he used the aircraft and helicopters provide by the government. Besides, a local body also spend money to decorate the roads and sites. Being a Prime Minister, he spent crores on campaigning. His predecessors did not do anything different. The Centre has become a factory of elections and who will benefit?" asked Raut.

He said, "Fighting elections and winning by any means is a regular phenomenon. The government work suffers in this period. Because of Gujarat elections, Parliament did not start as scheduled. Besides, most CMs and ministers camped in Gujarat. It hampers the government work and will also have the cascading effect on administration," said Raut.

He said, "The only way to stop all this is to have the Lok Sabha and Assembly polls together, or they should resign from their posts and then campaign for their parties."
