Searching Aadhaar database using fingerprints not feasible: UIDAI

A missing person or unclaimed bodies cannot be identified or searched using Aadhaar database. The Unique Identification Authority of India (UIDAI), admitted before the Bombay High Court that searching Aadhaar database using fingerprints is not technologically feasible.

This fact was mentioned to the Bombay High Court during the hearing of a case related to identifying a dead woman whose body was found at Daulatabad in Aurangabad district. Since the investigating officer could not identify the woman, he filed an application before the court based on Section 33 (1) of the Aadhaar Act seeking permission to compare fingerprints in the Aadhaar database. UIDAI's deputy director's reply led to the dismissal of the petition.

The affidavit stated, "It does not collect biometric information based on technologies, standards or procedures suitable for forensic purposes. Searching Aadhaar database using latent chance fingerprints, which may be called 1:N matching, may not be technologically feasible."

Further, it was told to the court that "Technological architecture of the respondent (UIDAI), does not allow matching of the fingerprints without mentioning Aadhaar number."

Additional Public Prosecutor V M Kagne appearing for the investigation officer had argued "The application filed is not in the form of adversarial litigation as against the Aadhaar authorities. Since nobody has come forward to identify the dead body of the deceased the officer is helpless to find out her identity."

The court accepted the statement made by UIDAI that "matching of fingerprints will not be accepted by the system unless Aadhaar number is provided and even though the authorities are willing to help the officer, the same is not possible," dismissed the plea.
