Saki Naka fire: Report blames BMC apathy

The report on the fire at Bhanu farsan factory in Saki Naka submitted to Municipal Commissioner Ajoy Mehta on Wednesday reveals Brihanmumbai Municipal Corporation's (BMC) lackadaisical approach towards small businesses and commercial structures in the city.

The report, prepared by Deputy Municipal Commissioner Ram Dhas, states that the factory was running without any civic licence and fire NOC, and had illegal water connections. Besides, the structure was marked as a residential property and is not recorded in the BMC tax system.

The report recommends suspension of the sanitary inspector and an inquiry against four other officers of L ward.

Twelve labourers sleeping in Bhanu farsan factory died when it caught fire on December 18. Civic officials had washed their hands of the incident stating that although the structure was illegal, the land where it stood came under the collector of the area and was declared a slum.

For carrying out any commercial activity, BMC has to give permission and civic officials are responsible for an inspection of the compound.

The report reveals that the factory had registrations for two shops but no sanitary inspection was carried out on it. And since 1974, the structure was registered as residential but no change of user certificate was procured.

The report recommends suspension of sanitary inspector of L ward Jagdish Sawant and a probe on officers Pravin Vasave (executive engineer, Building and Factory), Rahul Marekar (sub-engineer, Factory), Amol Patil (sub-engineer, Buildings), and Vishwanath Pawar (Mukadam).

L ward Assistant Municipal Commissioner Ajitkumar Ambi said, "The negligence of the officers have caused 12 lives. They should be punished. In the inquiry, it was found that the structure was noted 'unidentified' since April 2010 because of which it is not included in the collection department list."
