Rs 200 crore transfer of divisions scam hits education department

Minister for education Vinod Tawde on Thursday told mediapersons that between 2009 and 2011, there were 1,024 divisions illegally transferred from aided schools from Mumbai city to non-aided schools in Mumbai suburban areas without transferring teachers from the aided schools.

The transferrable development rights (TDR) scam is well known in the construction and urban development department as well as municipal corporations. Now, the education department has ordered an inquiry in a first-of-its-kind TD (Transfer of Divisions) scam involving more than Rs 200 crore.

Minister for education Vinod Tawde on Thursday told mediapersons that between 2009 and 2011, there were 1,024 divisions illegally transferred from aided schools from Mumbai city to non-aided schools in Mumbai suburban areas without transferring teachers from the aided schools. Tawde announced that the inquiry would be conducted by collector Shekhar Channe and he has been asked to submit his inquiry report in the next two months.

Tawde said that after the divisions became vacant in aided schools, they were transferred to unaided schools and the unaided schools were provided with aid from the government for transferred divisions including the salary for newly appointed teachers. He pointed out that the government has paid the salaries of teachers from aided as well as unaided schools, which was at the cost of taxpayers' money. He said that divisions were transferred after a request letter from local corporators. However, he but refused to divulge the names of elected representatives.

Taede revealed that many teachers, who were appointed by these unaided schools in sub-urban areas in Mumbai have complained that they have paid Rs. 10 to 15 lakhs for the job. Refusing to reveal the entire volume of scam, Tawde said that it involves scam of crores of rupees. When asked to reveal the names of those involved, Tawde said that those who are involved would be dealt with stringently and after the Committee submits its report, the case would be handed over to CID after which necessary action would be taken.

The amount of money taken from at least 1024 teachers for appointments by private institutions is to the tune of more than 100 crores.
