Rights panel seeks report on children's homes in Maharashtra

Alarmed over a news report that highlighted the pathetic condition of various children's homes in Maharashtra, the state human rights commission (HRC) has sought a detailed report from the women and child welfare department on the ground situation of these homes. According to the media report, for the five children's home meant for the mentally deficient in Mankhurd area, there was only one doctor available (for 800 children). Two of these homes at Mankhurd were also in the news earlier this year for alleged sexual assault on children.

What does the state human rights commission wants to know?
It wants to know the existing strength of children's homes (meant for the mentally deficient) in the state; the sanctioned strength of children (boys and girls separately) and staff in each of these homes. It has also sought from the state government the details of medical facilities available at these homes.

What does HRC wants the govt to do?
The commission has asked the state govt to provide each of these five homes at least a minimum of one medical officer, one resident nurse, one day care nurse and a compounder. It also wants the govt to ensure that these homes have the necessary equipment and basic furniture like bed, refrigerator, etc
"The state govt and the dept concerned is directed to implement these directions/recommendations and send the action taken report at the earliest but not beyond four months from the date of order (July 17)," said justice SR Bannurmath, chairperson, state human rights commission.

What does the report of the probation officer of the five homes say?
As per a preliminary report filed by the probation officer, the five homes that have a capacity to house 1,500 children, are not over crowded as they now have only 491 boys and 224 girls (715 altogether). The officer has also claimed that these homes had the services of a full time medical officer, three nurses, one compounder, a visiting dentist, visiting psychiatrist and a visiting pathologist.
