Nearly a month after a scuffle broke out between two factions of Nationalist Congress Party (NCP) workers at a public meeting at Chembur in November, 2016, the forensic report of the seized weapons of Dina-Patil and security guards confirmed that weapons were operational and were used for firing. NCP spokesperson Nawab Malik had alleged that gunshots were fired by party leader Sanjay Dina-Patil and his police security guards in the meeting,
The report has not been able to establish when and where bullets were fired from the weapons, as empty shells were not found at the site of the scuffle.

According to a senior party official, the scuffle started over the appointment of a ward president. While half of the ward falls under Malik's jurisdiction, the rest falls under Patil's zone. On November 29, when Malik presided over a meeting at Deonar, Dina-Patil and his supporters arrived, resulting in a verbal spat. Video footage captured by attendees shows Dina-Patil brandishing his licensed revolver. Dina-Patil's security guards also brandished their weapons at the meeting.

Deonar police lodged a cross complaint in the matter and seized the weapons of Dina-Patil and his guards.

While Malik supporters had alleged that Dina-Patil and his guards had discharged their weapons, Dina-Patil and his supporters alleged that Malik supporters tried to attack them with swords and choppers. Later Deonar police arrested seven people, all NCP workers.

As of now, the police have recorded the statements of more than 20 people, including Malik's police security guards, who told the police in his statement that no firing had taken place at the spot.

"The forensic report of the three seized weapons revealed that they were operational and used for firing. However, it cannot be ascertained if they were used to fire as no empty bullets were found at the spot. While the police maintain records of the rounds policemen fire, which we will cross-check, we will enquire with Dina-Patil to ascertain where he used the weapon," said Senior Police Inspector Dattatray Shinde.

When contacted, Dina-Patil said, "I have been carrying a licensed weapon for years now. I will furnish all details required by the police."
