Registration offices to be open on Dusshera in Maharashtra

Planning to buy or sell property on Dusshera? The state stamp duty and registration department may help you register property related transactions on the same day itself by keeping it's offices open on the holiday.

Auspicious date
Senior officials from the department said they were planning to keep the offices open on Dusshera (October 3), which is one of the three-and-half auspicious 'muhurats' according to the Hindu calendar on which people like to buy new property and goods. The others are Gudi Padwa, Diwali and Akshay Tritiya.
This facility will enable people to register property related transactions like sale and purchase, leave and license, lease, registration of mortgage deeds and gift of immovable property on the same day.

"We have sent a proposal to the inspector general of registration (IGR) office asking for the registration offices to be kept open on Dusshera (October 3), which is a holiday. This will enable people to submit and register their documents regarding sale and purchase of property on that day itself," a senior official said, adding that they were awaiting formal orders in this regard.
"We are thinking (on these lines)," confirmed Dr Shrikar Pardeshi, inspector general of registration and controller of stamps, adding that they would take a decision in this regard shortly.

Crowd pleaser
"There are people who prefer purchasing property on Dusshera," noted Paras Gundecha, former president of the Maharashtra Chamber of Housing Industry (MCHI). "This is an auspicious day, so many people may want to register these documents on that day (itself)," added Gundecha, while welcoming the move.
Mumbai has 24 sub-registrar offices of which five are in the island city and rest in the suburbs at Andheri, Borivali and Kurla. These offices are variously open from 7am to 2am (10 offices), 10am to 6pm (four offices) and 2pm to 9pm (10 offices) for the convenience of people.

Number talk
In the 2013-14 financial year, the department generated revenues of around Rs 18,660 crore, of which around 90 per cent was from stamp duty and the rest from registration. Mumbai had seen around 2,29,182 documents being registered in the period, which is around a tenth of the around 24 lakh documents registered in Maharashtra. In the 2012-13 fiscal year, the collections were to the tune of about Rs 17,400 crore. In the present fiscal year, the department has an ambitious Rs 20,000 crore target to meet.
The department of registration and stamps handles registration of documents and collection of stamp duty through over 500 sub-registrar offices in the state.

In a breather to students and people who want to obtain various certificates related to caste, income, domicile and nationality, they will not have to file affidavits or declarations on stamp papers.
"No affidavit regarding caste, income, domicile certificates must be (compulsorily) made on a stamp paper, even a plain paper is okay," Dr Shrikar Pardeshi, inspector general of registration and controller of stamps told dna. He added that a state government decision had remitted the stamp duty chargeable on instruments of affidavit or declaration made for any certificates or for any other purpose being filed or used before any government authority, court or any official of any court.
