Railways hope new government will push projects stuck in pipeline

Railway authorities in the city are eagerly waiting for the new government to give some projects that are stuck midway due to lack of coordination between railways and state agencies a much-needed push.

Among these projects is the elevated autorickshaw deck at Andheri, the road overbridge at Oshiwara, the commercial development of a plot at Thane and the plans for a flyover connecting Bandra terminus to the Western Express Highway.

According to officials, all these projects require extensive support from the state government. Some of the projects like the elevated deck at Andheri is almost 95 per cent complete, but has got stuck at the fag end of its construction.

"Over the past two years, the coordination between the railways and state agencies has been at its worst. Even small issues like the handing over of a 1,500 square feet plot of land at Borivali have been hanging fire. Hopefully, the new government will do better than the previous dispensation," said a top railway official.

After the railways finished constructing the elevated deck at Andheri, they realised that clearing the deck's entrance of vendors was easier said than done.

"The BMC and WR have been in talks since August last year but not an inch has moved. The deck might go down as a Rs 8 crore disaster if things don't move quickly," said a railway official.

The development of an 8,900 square metre plot adjoining platform number 10 at Thane station is in similar state. The disagreement between the state and the railways is mainly on the Floor Space Index (FSI). The Mumbai Railway Vikas Corporation (MRVC) is planning to create a ground floor plus two storeys commercial complex. The money earned, expected to be around Rs 90 crore, will be used for development of Thane station.

"Talks on this plot have been on for almost two years now. So far there is no resolution in sight," said an official. The road-overbridge at Oshiwara, required as part of the station complex being constructed there, is another case of the BMC, railways and state departments all unable to come to an agreement.

"Oshiwara station cannot be commissioned unless this road overbridge is made," said the official. Plans to build a flyover connecting Bandra Terminus to the WEH is also being pushed around. "It will be a boon for people using Bandra terminus if the flyover is made. However it will require land acquisition and clearance of slums. Both these requirements can only be expedited by the state government," said the official.
