Pune residents move Bombay High Court for better implementation of traffic rules in Mumbai

Fatal accidents in Pune city are the highest in India, as per data submitted to the Bombay High Court. Of the 100 accidents that happen on Pune's roads, 22 are fatal. In Mumbai, two out of 100 are fatal.

Five Pune residents have knocked on HC's doors, highlighting the urgent need to ensure proper implementation of traffic rules, appointment of traffic policemen to regulate movement at junctions and to equip the traffic police department with necessary gadgets and equipment.

A division bench of chief justice Mohit Shah and justice AK Menon last week took cognisance of the public interest litigation and issued notices to the authorities, directing them to file replies by August 4. It also asked the Pune police to submit details of the strength of traffic policemen in the city. The state has been told to appoint a coordination committee, which will comprise senior police officers, to resolve traffic problems.

A public interest litigation, filed by resident Kishore Mansukhani and others, has raised pertinent issues with regard to safety of citizens, as stated under Article 21 of the Constitution of India. It is claimed that right to life also includes right to safety and this is being compromised because of no implementation of traffic rules.

The petition also relies on data showing that Pune is seeing an increase in number of vehicles — 20% vehicle share of Maharashtra is in Pune. There are 753 vehicles per 1,000 people.

The petition has prayed for directions to the authorities to ensure that traffic policemen are posted at all important junctions on all days and that they are are equipped with gadgets to effectively implement the rules. It has also sought set-up of a three-member grievance redressal committee, of which one member could be a retired high court judge, to monitor the steps taken by the authorities to resolve traffic problems, besides seeking direction to authorities to send flying squads across the city of Pune to keep a check on traffic violations and penalise the offenders.
