Post-two building collapses, TMC comes out with stricter guidelines

Two building collapses within a week – Krishna Niwas at Naupada and Matrukrupa in Thakurli – has led to formulation of detailed and stricter guidelines by the Thane Municipal Corporation (TMC) to avoid similar incidents in future. The guidelines also clarify the rights of tenants, owners and residents. Apparently, the TMC is the first civic body to formulate detailed guideline, which could be used by other corporations across the state. TMC public relations officer, Sandeep Malvi, said, "Guidelines have been formulated taking into consideration the threat to lives of residents staying in dangerous and dilapidated buildings and difficulties faced by authorities in vacating them."

He added, "The guidelines take everything into account, so that there is no loophole, redevelopment process gets a boost and people are provided alternative accommodation at the earliest." "Stricter norms have been made to ensure that buildings are either redeveloped or repaired. The guidelines, henceforth, would regulate the complete process of dealing with dangerous buildings and help with redevelopment process," said a civic official.
As per the guidelines the ward officers, assistant municipal commissioner and other designated officials will be held responsible for completion of legal process. They will also help in identifying the dangerous building and sending legal notices till January 15 every year.

For smooth functioning, maximum use of portals and websites will be made. The list of the dangerous and dilapidated buildings will be uploaded on the corporation's websites, at ward offices and in various newspapers and other relevant websites the same day. "For residents, it will be mandatory to evacuate the building if it has appeared in list of dangerous building and is irrepairable. Structural audit of such buildings has to be submitted to the corporation in 15 days and the building would be demolished immediately, if it cannot be repaired," added Malvi.

Authorities also added that residents and owners should make sure that the building is repaired within three months after getting final nod from the corporation.
