Poor response for BMC's early bird scheme

The Brihanmumbai Municipal Corporation's (BMC) early bird scheme for citizens to pay their property tax on time has received a poor response. The reason is because the civic body could not generate property tax bills in time as the tenure of the vendor responsible for preparing and generating bills had already expired early this year. A new vendor could not be hired in time, said an official from the assessment and collection department of BMC
Since 2014, the assessment and collection department of BMC has been offering a rebate in property tax bills to those who pay them during a specific period. This year, too, the civic standing committee had offered a rebate to get citizen to pay on time.

To avail the rebate, the civic body had set the deadline as June 30. However, a majority of the citizens did not receive bills.

Finally, the civic body got the bill generated from the old vendor. However, by the time the civic decided to get bill generated from the old vendor, the deadline for the scheme was almost over.

The BMC administration issues two property tax bills. The first is issued for the period of April to September while the second is issued for the October-March period. Under the scheme, citizens who pay the tax before June 30 gets a 2 per cent concession on the first installment, and a concession of 4 per cient on the second installment. And, if anyone who pays both bills before deadline like in before June 30, gets an average of 3 per cent rebate.

Similarly, if both installments are paid after the June 2017 deadline, in July, taxpayers will get a 1 per cent rebate for the first installment and 3 per cent rebate for the second. However, the rebate can be availed by citizens with no outstanding amount against their names.

The scheme is beneficial for both tax payers and BMC. Last year, the BMC had given a total Rs11.80 crore rebate and also collected around Rs1,000 crore tax. A round 88,000 citizens had also benefited from the scheme. Last year, the civic body collected total property tax around Rs 4,800 crore
